Our Duties, Authorities, and Responsibilities

Authority

The Directorate of Administrative and Financial Affairs, established by merging the Directorate of Control and the Directorate of Support Services as stipulated in Decree Law No. 124, is included in the Administrative Organization Chart of our University in accordance with Decree Law No. 190.

Duties

  • Our unit implements expenditures at the release rate specified in the budget implementation instructions within the scope of budget arrangements, procurement of services and all kinds of goods and materials required for the service.
  • The Rectorate Central Organization and all units with independent budgets purchase fixed assets and machinery equipment and carry out the related accrual procedures.
  • Performing annual maintenance and repairs of vehicles. Conducting procurement tenders for fixed assets and materials exceeding the direct procurement limit of our University Rectorate and all affiliated units in accordance with the Public Procurement Law No. 4734.
  • Procuring goods and materials required by our University units through the State Materials Office and performing advance and payment transactions.
  • Conducting tenders for the rental of real estate under the State Procurement Law No. 2886.
  • Providing transportation for technical trips organized by all units of our university to enhance education and training.
  • Providing transportation for our university staff in connection with their official duties.
  • Providing transportation for participants and officials at conferences and symposiums. Assigning the necessary vehicles/equipment to deliver purchased materials to the units.
  • To carry out other duties assigned by the Rector and the Secretary General.

Responsibility

The Secretary General is responsible to the Rector and the Secretary General for the performance of the duties assigned to him/her by university regulations and this instruction in accordance with the Constitution, laws, regulations, directives, etc., and for the timely exercise of his/her powers.
